Programming
Programming complexity will range from relatively easy (static web sites) to quite difficult (database web sites). Static web sites with few graphics and minimal if any use of Java or Flash can be created by just about anyone with basic word processing knowledge. Microsoft Frontpage is an example of an application that doesn't require knowledge of HTML to create a web site. At the other end of the spectrum, a database site requires the use of specialized software for database and scripting capabilities and is very often quite complex. Generally this requires the use of a programming specialist to enable this kind of functionality.
Your web plan should detail whether a programmer will be engaged. Programming is time consuming and expensive.
